As a principal business analyst, you will bridge the gap between business stakeholders, subject matter experts, and technical delivery teams. Operating fully onsite in Toronto across various delivery methodologies (Waterfall, Iterative, and Agile), you will lead requirements-gathering sessions, execute business process re-engineering, construct conceptual/logical data models, and author detailed business cases. This position is ideal for a seasoned analysis authority who can drive business improvements, establish performance measures, and ensure solutions comply with enterprise architecture standards and digital accessibility regulations.

Responsibilities
Lead and conduct comprehensive business analysis to evaluate business problems, identify opportunities, and document requirements for technology solution development.
Facilitate interactive requirements-gathering sessions, JAD workshops, interviews, and focus groups with business stakeholders and subject matter experts.
Author detailed business analysis deliverables, including business cases, feasibility studies, cost-benefit analyses, user stories, and non-functional requirements.
Perform business process re-engineering, conceptual and logical data modeling, process flow mapping, use case modeling, and business rules definitions.
Apply established enterprise architecture guidelines, gating processes, and project management methodologies throughout all project phases.
Establish traceability matrices, define performance measurement frameworks, and monitor business analysis evaluation metrics.
Translate business and data requirements into clear technical specifications for software development and integration teams.
Manage requirements change requests, ensure policy and standards compliance, and maintain documentation for auditing and governance purposes.
Support quality assurance planning, test execution strategies, user acceptance testing (UAT), and change management efforts.
Prepare briefing notes, executive presentations, status reports, and recommendations for leadership decision-makers.
Qualifications
Core Requirements & Business Analysis Expertise
Business Analysis Tenure: Extensive senior-level experience leading and conducting business analysis within large IT environments.
Core Artifacts & Modeling: Proven expertise in business case development, cost-benefit analysis, feasibility studies, use case modeling, process flow mapping, and logical data modeling.
Elicitation & Facilitation: Demonstrated experience planning and leading JAD sessions, stakeholder workshops, and requirements elicitation activities using CASE tools or Visio.
Methodology Flexibility: Proven ability to adapt business analysis practices across Waterfall, Iterative, and Agile development lifecycles.
Accessibility & Governance: Working knowledge of digital accessibility standards (AODA) and formal systems development life cycles (SDLC).
Preferred Assets
Domain Experience: Demonstrated experience with property tax, property assessment, municipal taxation, or tax analysis systems (experience with tax analysis applications such as OPTA is a strong asset).
Information Management: Knowledge of information management policies, data retrieval packages, and object-oriented analysis techniques.
Soft Skills & Delivery Attributes
Stakeholder Negotiation & Consultation: Superior verbal and written communication, consultation, and negotiation skills to manage requirements changes and build consensus.
