In this strategic consulting role, you will be responsible for developing and executing end-to-end change management, stakeholder engagement, communications, and training strategies to maximize platform uptake, minimize resistance, and drive sustained behavioral change. Operating across complex governance frameworks and multi-stakeholder environments, you will conduct organizational readiness assessments, define adoption metrics, build executive consensus, and translate complex platform capabilities into meaningful business outcomes for diverse user groups.
Duration: 7-Month Contract (with potential for assignment to key legislative and operational initiatives)
Work Arrangement: On-site (5 days per week at the designated public sector office in Toronto, ON; 7.25 hours per day)

Responsibilities
Strategy Development & Change Leadership
End-to-End Change Strategy: Develop and execute actionable change management strategies, communications plans, sponsor roadmaps, resistance management models, and role-based training frameworks aligned with digital product roadmaps.
Impact & Readiness Assessments: Lead stakeholder impact analyses, change risk evaluations, and organizational readiness assessments to identify barriers to adoption and define mitigation tactics.
Executive & Leadership Coaching: Serve as a visible coach to business leaders, champions, and project managers, building organizational capability around people-side change management and transition leadership.
Stakeholder Engagement, Training & Adoption Governance
Consensus & Alignment Building: Drive stakeholder engagement through workshops, consultations, executive briefings, user updates, and release communications across technical, operational, and executive teams.
Training Strategy & Enablement: Design learning and training strategies—including role-based learning approaches and practical media demonstrations—to ensure users effectively adopt new features and workflows.
Adoption Analytics & KPI Measurement: Establish quantitative and qualitative measurement frameworks to track system utilization, user proficiency, and change effectiveness; present adoption trends and dashboards to project steering committees.
Sustained Institutionalization: Develop continuous improvement and knowledge-transfer strategies to embed new processes into ongoing operations and preserve business benefits post-rollout.
Qualifications
Change Management Experience: Minimum 10+ years of dedicated organizational change management experience, with at least 5+ years supporting enterprise business transformations or digital software platform implementations.
Recognized Certification: Active certification in a recognized change management methodology (Prosci ADKAR, CCMP / ACMP, or equivalent) is required.
User Adoption Track Record: Demonstrated experience assessing adoption challenges, identifying usage barriers, and implementing targeted strategies to improve user uptake and engagement on enterprise applications (CRM, Microsoft Dynamics, or custom digital platforms).
Communication & Facilitation Skills: Exceptional written and oral communication skills, with proven experience crafting executive briefings, newsletters, FAQs, and presenting change insights to diverse audiences.
Stakeholder & Consensus Leadership: Proven ability to build consensus, manage resistance, and drive alignment across matrixed operational, technical, and executive stakeholder groups.
Preferred Assets & Nice-to-Haves
Direct experience working within the Ontario Public Service (OPS) or comparable public sector/broader public sector organizations with complex governance and accountability structures.
Familiarity with public sector service delivery standards, accessibility guidelines, privacy requirements, and compliance frameworks.
