Responsibilities
Regulatory Change & Oversight (Second Line)
Lead the design and delivery of the overarching change management strategy specific to the implementation of OSFI E-21, including impact analysis, training strategy, and readiness assessments.
Provide objective, independent oversight and effective challenge to the First Line of Defense activities related to E-21 process and control implementation.
Ensure that new Operational Risk and Operational Resilience controls are embedded within the day-to-day activities of Capital Markets.
Operational Risk Management
Facilitate and provide independent oversight of the Risk Control Self Assessment (RCSA) process, ensuring the accurate identification, assessment, and measurement of operational risks in compliance with E-21.
Actively support operational risk mitigation and control monitoring activities across affected business units.
Ensure alignment between the E-21 Change Program and the firm's broader Operational Risk Management Framework (ORMF).
Stakeholder Management & Reporting
Partner effectively with senior stakeholders across Global Markets, Corporate Banking, Investment Banking, Compliance, Risk (Second Line), and Technology.
Design and deliver clear, concise, and executive-level reporting on change progress, adoption metrics, compliance status, and the effectiveness of new controls.
Manage change resistance and foster a culture of heightened operational resilience and risk accountability.
Qualifications
Must Have Requirements:
Experience: 8-10+ years of progressive Change Management experience, ideally managing complex, cross-functional programs.
Regulatory Expertise: In-depth, demonstrated knowledge of OSFI E-21 regulatory requirements (Operational Risk Management and Resilience).
Industry: Significant experience working within Capital Markets (e.g., Global Markets, Corporate Banking, Investment Banking).
Risk Profile: Strong, applied understanding of Operational Risk principles, specifically having operated in a Second Line oversight/challenge capacity (e.g., RCSA validation, control framework review).
Soft Skills: Proven ability to drive strong stakeholder management and communicate clearly and concisely in a high-pressure, regulatory environment.
Nice to Have:
Change Management certification (e.g., PROSCI, ACMP).
Prior experience in an Audit function focused on Capital Markets or Operational Risk.
Proven experience managing large-scale, enterprise-wide regulatory change programs (e.g., Basel, LIBOR, etc.).
