As a principal strategist, you will bridge the gap between high-level population health goals, complex clinical integration patterns, and modern software development lifecycles. Operating within a hybrid model, you will provide technical leadership, orchestrate cross-functional teams, manage vendor relationships, and build scalable, interoperable technical blueprints that comply with stringent data privacy, security, and institutional governance frameworks.

End-to-End Project Governance: Take full accountability for the on-time, on-budget, and on-scope delivery of complex IT initiatives, adhering strictly to established gating frameworks and governance processes.
Strategic Artifact Engineering: Author and update key structural documentation, including project charters, integrated delivery plans, schedules, and logical system models.
Vendor & Lifecycle Management: Lead vendor engagements and cross-functional engineering squads across all phases of the Software Development Lifecycle (SDLC) for both products and projects.
Change & Release Control: Oversee strict project change control mechanisms, managing IT requests for change, multi-release strategies, and structural environment deployments.
Financial Forecasting & Controls: Provide rigorous financial forecasts, manage project allocations, and track actual expenditures against approved multi-million-dollar budgets.
Proactive RAID Management: Identify, monitor, and mitigate program-level risks, systematic dependencies, and infrastructure bottlenecks, escalating critical issues appropriately.
Regulatory & Policy Compliance: Ensure all digital blueprints and deployment models align with relevant healthcare legislation, data privacy mandates (such as PHIPA), and corporate security standards.
Stakeholder Forum Facilitation: Organize and lead critical steering meetings, working groups, and review boards to maintain alignment among partners, executive sponsors, and operational teams.
Qualifications
Core Technical & Architectural Requirements
Enterprise Architecture Mastery: Extensive experience utilizing structured frameworks (e.g., conceptual models, logic models, core indicators) to guide integration design and translate system needs into scalable patterns.
Product & Analysis Depth: 7+ years of progressive experience in digital product management and IT business analysis, with strong working knowledge of user-centric design and modern innovation methodologies.
Project & Vendor Management: 7+ years of dedicated experience in formal project management and third-party vendor management, with 11+ years of total experience delivering large-scale technology initiatives.
Healthcare Domain Integration: Proven experience leading complex technology infrastructure and data integration projects within healthcare, digital health, or highly integrated settings.
Methodology & Infrastructure Acumen: Deep knowledge of various software delivery methodologies (Waterfall, Agile, hybrid), paired with a solid understanding of technical infrastructure design, DevOps expertise, and ITIL processes.
Leadership & Compliance Capabilities
Legislative Awareness: Practical familiarity with privacy regulations applicable to healthcare organizations, such as the Personal Health Information Protection Act (PHIPA).
Strategic Collaboration: Demonstrated effectiveness in engaging, facilitating consensus, and building relationships among clinicians, public health teams, technical developers, and community partners.
