Responsibilities
Strategic Program Roadmapping: Define the overarching vision, scope, objectives, and key performance indicators (KPIs) for multi-year technology initiatives, balancing resource capacities, technology transformations, and financial caps.
Governance Framework Engineering: Establish and enforce comprehensive program governance structures, including executive decision-making forums, operational steering hierarchies, and transparent status reporting matrices.
End-to-End Delivery Leadership: Oversee the structural planning, daily execution, proactive milestone monitoring, and formal closure of all sub-projects and program work packages.
Financial & Procurement Management: Author and manage multi-year program budgets, forecasts, and capital investment proposals. Drive downstream procurement tracks, contract negotiations, and vendor statement of work (SOW) compliance.
Risk & Change Governance: Identify, log, and neutralize enterprise-level delivery risks, dependencies, and complex bottlenecks. Lead scope change-control workflows and clear technical escalation pathways.
Executive Stakeholder Management: Serve as the primary delivery liaison to senior executives, business champions, and technical leadership groups to negotiate acceptable solutions across competing priorities.
Team Development & Culture: Provide coaching, mentorship, and clear technical direction to Project Managers, Business Analysts, and Engineering leads, fostering a culture of psychological safety, accountability, and delivery excellence.
Qualifications
Core Seniority: 8+ years of dedicated professional experience managing massive IT project/program portfolios, with a proven track record of:
Developing and executing complex, multi-year program roadmaps.
Directing the end-to-end lifecycle planning and closure of cross-functional program components.
Building robust corporate governance models, reporting frameworks, and performance structures.
Methodological Flexibility: Deep operational knowledge across Agile (Scrum/SAFe), traditional Waterfall, and hybrid software delivery models.
Technical Infrastructure Literacy: Sound conceptual understanding of enterprise-level computing setups, systems integration protocols, cloud technologies, and modern cybersecurity baselines.
Relationship & Negotiation Savvy: Elite interpersonal and verbal/written communication skills, with a demonstrated ability to steer multi-stakeholder workshops and align vendor partners.
Education: Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field (or an equivalent combination of education and experience).
Desirable Certifications: Professional designations such as PgMP, PMP, PMI-ACP, PROSCI Change Management, ITIL, or SAFe certifications are highly advantageous.
Sector Context: Prior experience steering large-scale initiatives within the public sector or a municipal environment is a definite asset.
