Executive Liaison & Delivery: Manage and articulate I&IT executive expectations, translating high-level business goals into concrete program deliverables, status briefs, and technical milestones.
Matrix Team Leadership: Direct and mentor multidisciplinary project structures, providing clear oversight to multiple individual Project Managers while coaching and developing internal technical talent.
Financial & Budgetary Management: Develop and manage complex program budgets dependent on multiple funding channels, cross-organizational resources, and shared service allocations.
Proactive Risk Frameworks: Analyze organizational environments to isolate systemic issues, prioritize risks for senior executives, and author decisive mitigation strategies to keep delivery schedules on track.
Stakeholder Consultation & Consensus: Facilitate complex stakeholder consultations, running workshops and steering committee forums to establish consensus across competing business priorities.
Change Leadership & Innovation: Drive organizational change management strategies to mitigate resistance, while continuously evaluation unique business processes and emerging technologies to optimize project outcomes.
Procurement Support: Author comprehensive documentation to develop business and technical requirements, contributing directly to Request for Bids (RFB) processes and structural architecture gating evaluations.
Qualifications
Core Seniority: 10+ years of progressive professional experience leading large-scale, high-risk, and multi-jurisdictional IT program portfolios.
Executive Communication: Elite interpersonal and presentation skills, with a proven track record of distilling dense technical performance metrics into clear strategies for senior executive and technical leadership groups.
Strategic Planning Acumen: Expert capability guiding enterprise initiatives from conceptual design, business case formulation, and resource capacity planning through to active operations.
Methodological Expertise: In-depth, master-level knowledge of the Project Management Life Cycle (PMLC) alongside industry-standard Agile, Waterfall, and hybrid project delivery frameworks.
Risk & Financial Management: Demonstrated experience handling multi-million dollar budgets with complex, multi-channel funding complexities, paired with advanced risk modeling capabilities.
Procurement & Requirements Literacy: Direct experience building structural technical requirements and assembling enterprise-level Request for Bids (RFB) packages.
Education: Bachelor’s or Master's degree in Business Administration, Information Technology, Computer Science, or a related field (or an equivalent combination of education and professional experience).
