Responsibilities
Project Governance & Delivery: Provide strategic leadership over large-scale IT projects, managing scope, timelines, capital budgets, and resource allocation from initial chartering through to execution and close-out.
Technical Documentation & Artifact Oversight: Lead project activities and govern comprehensive lifecycle documentation, including business and functional/non-functional requirements, use cases, data models, architecture diagrams, and technical design specifications.
Process & Workflow Engineering: Oversee joint-application-design (JAD) sessions, detailed impact analyses, and the mapping of optimized business processes utilizing standard BPM/BPMN methodologies.
Multidisciplinary Team Leadership: Supervise, schedule, assign, and review the work of cross-functional technical staff, internal business groups, and external vendor partners to cultivate a culture of high performance and continuous learning.
Change Management Architecture: Develop and execute comprehensive organizational change management plans, conducting readiness, culture, risk, and resistance assessments to drive smooth system adoption.
Risk & Issue Mitigation: Identify, track, and neutralize project dependencies, software defects, and systemic deployment risks, providing regular progress reporting and strategic briefings to senior executives.
Procurement & Vendor Governance: Direct procurement tracks, manage vendor deliverables, and lead technical contract negotiations to guarantee solution quality and statement of work compliance.
Quality Assurance Support: Collaborate with testing teams to review test plans, test cases, and execution results, ensuring the software delivered complies with strict corporate quality standards.
Qualifications
Core Seniority: 10+ years of progressive project management experience steering large-scale IT initiatives within public sector jurisdictions or prominent corporate enterprises.
Methodological Fluency: 10+ years of experience utilizing traditional, modern, and innovative frameworks, including Agile, Waterfall, and iterative approaches, backed by professional delivery tools.
Technical Analysis Oversight: 10+ years of verified experience overseeing dense engineering documentation (BPMN workflows, data schemas, architecture diagrams, and system specifications).
Professional Credential: Current, active PMP® Certification from the Project Management Institute (PMI) maintained in good standing.
Education: University degree in Computer Science, Business Administration, Finance, or an equivalent combination of formal education and relevant professional experience.
Procurement & Stakeholder Savvy: Proven success managing third-party vendor contracts, lead-level procurement procedures, and executive-tier communication frameworks.
