Responsibilities
Project Lifecycle Leadership: Provide senior project management leadership from concept through discovery, ensuring complex deliverables meet precise quality benchmarks, timelines, and budget constraints.
Governance & Gateway Management: Direct project governance submission, tracking, and milestone management via enterprise software platforms like Planview, strictly aligning with the unified project management (UPM) gateway process.
Funding & Strategic Planning Submissions: Lead the development, structural coordination, and tracking of Treasury Board/Management Board of Cabinet (TB/MBC) submissions and Strategic Planning Process (SPP) deliverables.
Schedule & Triage Engineering: Construct and maintain detailed master project schedules, baseline milestones, and risk/issue tracking logs to proactively catch and mitigate project slippage.
Procurement & Future Sourcing Coordination: Coordinate initial procurement activities and build strategic documentation to support upcoming Request for Bids (RFB) planning phases.
Executive Briefings & Presentations: Prepare highly polished, executive-ready presentation materials, business cases, and options briefs for senior decision-makers.
Change Management Deployment: Apply structured change management principles and methodologies to address culture gaps, smooth the adoption curve, and minimize friction between business and IT divisions.
Stakeholder Alignment: Conduct deep-dive walkthroughs and steering discussions with a diverse grid of cross-functional stakeholders to resolve conflicting requirements.
Qualifications
Project Management Seniority: 5+ years of progressive professional experience leading, planning, and executing complex, enterprise-tier IT applications or modernizations (Strictly Required).
Specialized Domain Expertise: Direct, practical knowledge of business systems and calculation applications engineered to process annual funding allocations or financial distributions (Strictly Required).
Enterprise Funding & Strategy Prowess: Proven track record leading, authoring, and managing formal corporate treasury, executive funding boards, or strategic planning process submissions (Strictly Required).
Project Governance Tool Stack Fluency: Expert-level command of project lifecycle management frameworks, corporate project gating methodologies, and tracking tools like Planview (Strictly Required).
Procurement & Sourcing Literacy: Verified capability coordinating early-stage procurement milestones, market research pipelines, and future RFB/RFP roadmap planning (Strictly Required).
Change Management Mastery: Strong functional knowledge of industry-standard change management methodologies to successfully mitigate people-side delivery risks.
Soft Skills: Superior analytical reasoning, presentation design, and consultative communication mechanics, with a demonstrated ability to independently facilitate complex steering committee workshops.

Prior professional experience delivering complex infrastructure or application architectures within a large public sector organization of equivalent size and complexity to the Ontario Public Service.
