Responsibilities
Multi-Stream Program Direction: Oversee internal functional units, technical personnel, and external vendors across four complex companion tracks: cloud enablement, data architecture infrastructure, integration frameworks, and resource scheduling software.
Procurement & RFI/RFP Coordination: Orchestrate the collaborative coordination, assessment, and vendor alignment activities during the active tendering phase for the main commercial software solution.
Strategic Consensus Building: Collaborate very closely with business units, technical leads, and enterprise architects to design roadmaps incrementally, introducing strategic blueprints collaboratively rather than imposing top-down plans.
Hybrid Delivery Governance: Construct and maintain robust macro-level project timelines using traditional frameworks (tracking dependencies, allocations, and efforts via MS-Project) while driving practical day-to-day work packages using Agile methodologies (JIRA).
Expectation and Change Management: Guide stakeholders gracefully through an evolving delivery structure, managing varying levels of project maturity across separate administrative and academic divisions.
Qualifications
Background: Minimum of 10 years of successful delivery management overseeing complex enterprise platform acquisitions, integrations, and modernizations.
Framework Versatility: Proven history of handling multiple parallel software delivery tracks concurrently through structured methodologies, blending predictive milestones with Agile execution tools (MS-Project and JIRA are mandatory).
Cross-Functional Mobilization: Outstanding talent for rallying, mentoring, and steering diverse technical and non-technical teams that are unaccustomed to formal project-driven structures.
Leadership Traits: Pronounced political acumen, exceptional diplomatic capability, and an autonomous, solution-oriented approach that converts ambiguous contexts into organized execution plans.
Language Proficiency: Excellent bilingual communications skills in French and English.
Our client operates in Canada. The company takes all reasonable steps to limit the number of positions in Quebec that require knowledge of a language other than French, and only requires it when necessary and its existing bilingual employees are unable to perform these duties. Based on an assessment conducted by our client, it has been determined that this position requires candidates to be fluent in English (both spoken and written). In particular, this position will require the employee to interact with centralized internal departments (e.g., Operations / HR / Finance / Legal / Contracts / Sales) that support the organization in Canada and that do not speak French.
Summary

Contract Length: Initial 6-month consulting term + two subsequent 3-month extension options
Work Volume: Full-time (5 days per week, 35 billable hours)
Compensation: $117.00 / hour for Incorporated Contractors OR $95.00 / hour for T4 Employees
