Responsibilities
- Project Governance: Establish critical paths, identify milestones, and develop integrated plans to ensure deliverables are met within strict time and cost constraints.
- EMS Modernization: Lead projects involving highly integrated solutions such as Computer Aided Dispatch (CAD), Medical Priority Dispatch Systems, and archival voice recording.
- NG911 Implementation: Coordinate the development of technical specifications for standards-based technology to support Next Generation 911 (NG911) platforms, encompassing IP-based communication and transmission infrastructure.
- Fiscal Accountability: Manage large project budgets, overseeing gating processes, forecasting, and reconciliation of actuals to ensure total financial control.
- Risk Management: Proactively identify project risks and articulate mitigation strategies to senior executive levels.
- Stakeholder Negotiation: Build consensus among diverse parties with varying technical and non-technical backgrounds, utilizing high levels of political acuity.
- Vendor Management: Oversee system vendor relations and manage integration across multiple vendor solutions to ensure system automation and interoperability.
Qualifications
- Sector Expertise: A minimum of 10–15 years of experience in the Ontario EMS sector (land and air).
- Project Management Mastery: Extensive experience establishing critical paths, task analysis, contingency planning, and resource negotiation.
- Technical Knowledge: Deep understanding of current and emerging 911 technologies, including Transmission infrastructure, PBX system integration, and IP-based voice/data networks.
- Public Sector Proficiency: Advanced knowledge of public sector practices, processes, and business policy implications.
- Standards Validation: Familiarity with operational standards applied in Public Safety Answering Points (PSAPs).
- Soft Skills: Exceptional relationship management skills with the ability to lead cross-functional teams in a matrix organization.
