About the Opportunity:
Our client, a major federal public sector department, is seeking a Senior Business Analyst to support its Interoperability Solutions division. In this role, you will represent the integration team in negotiations and discussions with stakeholders, business managers, and technical specialists. You will translate complex business needs into actionable, technical interoperability solutions, enabling seamless data exchange across legacy platforms, modern cloud solutions, and microservices architectures.

Responsibilities
- Act as the primary technical BA lead in discussions with business units, technical developers, and external partner organizations to negotiate Business Level Agreements (BLAs) and finalize integration requirements.
- Author detailed Interface Control Documents (ICDs), Data Flow Diagrams, and BPMN Process Maps to specify how disparate systems communicate via messaging patterns and APIs.
- Develop and maintain comprehensive Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), Traceability Matrices, and Change Impact Assessments.
- Breakdown high-level requirements into clear User Stories, Acceptance Criteria, and UAT (User Acceptance Testing) plans for development and testing teams.
- Maintain collaborative work plans and conduct post-engagement reviews and lessons-learned documentation.
Qualifications
- Active Government of Canada Reliability Status security clearance.
- Senior-level experience as a Technical Business Analyst within large-scale IT transformation or integration projects.
- Demonstrated background supporting systems integration, Enterprise Service Bus (ESB) infrastructures, API-first design, microservices, or pub/sub messaging patterns.
- Proven hands-on experience authoring Interface Control Documents (ICDs), Data Flow Diagrams, and BPMN process workflows.
- Familiarity with enterprise-scale case management systems or benefit delivery platforms.
- Strong understanding of data exchange protocols and messaging frameworks.
- Exceptional communication and negotiation skills for managing stakeholder expectations.
