As a principal data authority, you will bridge the gap between legacy database structures and modern commercial off-the-shelf (COTS) software solutions. Operating within a hybrid work model, you will perform deep exploratory data analysis, build complex data mapping specifications, and enforce strict data integrity frameworks across multi-departmental workflows. This role demands an expert who can write advanced SQL queries, automate data reconciliation pipelines, and deliver actionable data insights to drive successful enterprise digital transformations.

Responsibilities
Provide data-related expertise across the entire Software Development Life Cycle (SDLC), performing data profiling, mapping, quality checks, and schema updates.
Execute exploratory data analysis to uncover trends, anomalies, and structural patterns, producing detailed Data Profiling and Legacy Landscape Reports.
Partner with Business Systems Analysts to define conceptual data models, data flow diagrams, and functional data requirements.
Design, build, and execute Extract, Transform, and Load (ETL) specifications, scripts, and workflows to migrate and reconcile data between legacy and modern systems.
Conduct root-cause analysis on data discrepancies, developing automated workflows for data collection, cleansing, and reconciliation.
Support fit-gap analysis and technical data discussions alongside software vendor teams during COTS solution onboarding.
Ensure data integrity and quality control by establishing automated validation rules aligned with enterprise data governance policies.
Create technical project artifacts, including Entity Relationship Diagrams (ERDs) and process maps using UML, BPM, and BPMN notations.
Support compliance initiatives and technical assessments, including accessibility guidelines (AODA), Privacy Impact Assessments (PIA), and Security Threat and Risk Assessments (STRA).
Deliver data insights, summary presentations, and analytical dashboards to project leadership and cross-functional teams.
Qualifications
Core Experience & Technical Capabilities
Education: University degree in Computer Science, Data Science, Information Systems, or a related quantitative discipline (or equivalent verified education and experience).
Senior Project Experience: 7+ years of progressive technical experience working on large-scale IT and data engineering projects.
Data Migration Expertise: 7+ years of extensive experience leading system and data migration initiatives, specifically transitioning legacy systems to COTS platforms.
Advanced SQL & ETL Capabilities: 5+ years of hands-on experience writing complex SQL queries, building ETL scripts, and designing data transformation/reconciliation pipelines.
Data Documentation & Modeling: 5+ years of experience authoring technical artifacts, including Data Profiling, Data Mapping, Data Quality documents, and UML models.
Data Governance & Integrity: Strong background defining data quality rules, identifying data anomalies, and applying governance frameworks during migration.
Public Sector & Compliance Capabilities
Public Sector Modernization: Proven experience working on legacy replacement and digital modernization projects within public sector or municipal settings.
Regulatory & Compliance Exposure: Practical experience supporting Accessibility for Ontarians with Disabilities Act (AODA), Privacy Impact Assessments (PIA), and Security Threat and Risk Assessments (STRA).
Leadership & Soft Skills
