Responsibilities
- Provides extensive expertise to the PTMS (Parking Tags Management System) replacement project, including mapping existing processes to the new application and identifying required core functionality and reporting needs. Utilizes Unix, MicroFocus COBOL, and Oracle stored procedures to support system integration and development activities.
- Designs and implements solutions and enhancements for the TMACS and UMACS Revenue Services applications, leveraging PowerBuilder and Oracle stored procedures to deliver reliable, efficient, and scalable system performance.
- Implements detailed plans and recommends policies and procedures based on program-specific requirements.
- Leads, facilitates, and contributes to the design, development, and sustainment of corporate standards for the division, including formalized project management methodologies, data-warehousing architecture, data modeling, metadata management, change management, and application development and migration practices.
- Provides project budget and financial management, including sole-source requests, contract negotiations, business cases, feasibility assessments, and cost-benefit analyses.
- Provides leadership in the evaluation, selection, and recommendation of technical solutions and professional services.
- Assesses and provides recommendations on emerging technology trends to ensure effective use, acquisition, and integration of technology within the City.
- Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures; prepares feasibility studies and recommends comprehensive technical solutions for business initiatives.
- Recommends and implements security, privacy, and quality-assurance requirements consistent with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), as well as corporate and legislative standards for the storage, processing, and retention of confidential data.
- Assesses and recommends scalable, multi-jurisdictional business and technical solutions that meet client and organizational requirements, in alignment with corporate standards, policies, and information-technology architectures. This includes determining requirements, conducting research, and preparing recommendations.
Qualifications
- Post-secondary education in Computer Science, Information Technology, or a related discipline, or an approved equivalent combination of education and experience.
- Considerable experience with Unix/Linux environments, including command-line operations and shell scripting.
- Extensive experience developing applications using PowerBuilder.
- Extensive experience working with Oracle 19c, including DDL, DML, functions, procedures, and triggers.
- Extensive experience in PL/SQL programming.
- Extensive experience with PTMS (Parking Tags Management System)
- Extensive experience with Property Tax and Utilty Systems, TMACS and UMACS
- Considerable experience using Harvest Source Change Management software.
- Considerable experience with PowerGen.
- Extensive experience with MicroFocus COBOL.
- Excellent communication skills.
- Excellent interpersonal skills and the ability to work both independently and collaboratively within a multidisciplinary environment.
- Strong customer-service orientation with a demonstrated ability to build and maintain effective stakeholder relationships.
