Junior Systems Analyst/ Developer

As a multi-faceted systems analyst and developer, you will support the expansion, optimization, and modernization of web layers, mobile platforms, and omni-channel communication networks. Operating within a hybrid work policy, you will translate abstract business needs into technical user stories, configure automated deployment mechanics, and ensure digital solutions align with top-tier inclusion standards. This role demands a well-rounded professional who can fluidly navigate software requirements engineering, support active database and framework development, and coordinate multi-tier system testing across cross-functional project squads.

Responsibilities
Systems Analysis & Requirements Engineering
Collaborate with business stakeholders to map operational needs, identify workflow improvements, and support long-term digital modernization roadmaps.

Elicit, analyze, document, and validate comprehensive functional and non-functional requirements from diverse technical and business entities.

Transform high-level business goals into detailed technical designs, user stories, process flows, functional specifications, and explicit feature acceptance criteria.

Track and manage project issues, software delivery risks, cross-team dependencies, and formal structural change requests throughout development loops.

Author and organize technical design manuals, architectural metadata blueprints, and system specifications in alignment with institutional standards.

Full-Stack Development & CI/CD Engineering
Code, enhance, and troubleshoot client-facing application layers using modern object-oriented and web languages.

Maintain, update, and configure continuous integration and continuous delivery (CI/CD) automated deployment channels to streamline code promotions.

Design and configure technical interface links, data validation mechanisms, and backend API connections to ensure smooth system interoperability.

Isolate, diagnose, and resolve production application errors, database queries, and code anomalies during system maintenance windows.

Quality Validation & Release Enablement
Plan, organize, and execute comprehensive software testing matrices, encompassing functional validation, system integration testing (SIT), and production stability verification.

Support User Acceptance Testing (UAT) cycles by constructing clean test data matrices, drafting test cases, and triaging software defects.

Coordinate deployment sequences, manage technical feature branch promotions, and assist with clear deployment communications.

Formulate data queries and compile telemetry frameworks using digital analytics suites and business intelligence reporting engines to track platform performance.

Provide active technical support, post-implementation stabilization tracking, and structured knowledge transfer to promote continuous team improvement.

Qualifications
Core Analytical & Technical Experience
Professional Systems Tenure: Minimum of 5 years of progressive experience working as a Systems Analyst, Business Analyst, or Product Analyst explicitly supporting customer-facing enterprise digital platforms.

Software Engineering Depth: Minimum of 5 years of hands-on experience developing, modifying, or maintaining applications utilizing .NET, Java, and React frameworks.

CI/CD Pipeline Familiarity: Direct experience supporting the development, configuration, and maintenance of continuous integration and continuous delivery pipelines, specifically using Octopus Deploy and Azure DevOps.

Requirements Elicitation Mastery: Proven track record conducting stakeholder workshops, structured interviews, and technical requirements gathering sessions to build process maps, user stories, and functional layouts.

Modern Delivery Frameworks: Solid working knowledge operating within structured Agile, Scrum, Iterative, or Hybrid project execution methodologies.

Platform Tooling & Specialized Compliance
Tracking Software Proficiency: High proficiency navigating enterprise development management tools, including Azure DevOps, Jira, and Confluence.

Data Ingestion & Integration: Functional understanding of web services, data routing rules, backend enterprise integrations, and interacting with core APIs.

Digital Inclusion Standards: Strong knowledge of universal web design rules and digital accessibility legislative compliance mandates (AODA and WCAG specifications).

Analytics & Performance Tracking: Exposure to digital analytics suites and quantitative data engines (such as Google Analytics, Adobe Analytics, or Power BI tools).

Industry Sector Background: Prior professional experience working within municipal government frameworks, public sector agencies, or the transit industry is considered a strong asset.
