Responsibilities
Lead comprehensive business and systems analysis to evaluate operational challenges, define technical solution scope, and map current- and future-state workflows.
Elicit, document, and manage detailed functional requirements, non-functional requirements, use cases, business rules, and user stories for enterprise application platforms.
Perform data discovery, data profiling, and root-cause analysis on complex datasets to identify data quality defects, trend patterns, and reporting improvements.
Conduct gap analyses for vendor software releases and upgrades, determining operational impacts across system configurations, reports, and API integrations.
Develop conceptual and logical data models, entity-relationship diagrams, data flow diagrams, and business process maps.
Support data migration streams from legacy environments to modern enterprise applications, validating data integrity, transformation logic, and reconciliation scripts.
Lead working groups, requirement-gathering workshops, and stakeholder alignment sessions with diverse technical teams and external operational leads.
Collaborate closely with Quality Assurance teams to analyze system defects, define test plans, review UAT test scenarios, and track resolution workflows.
Author strategic business cases, feasibility studies, cost-benefit analyses, training materials, and executive briefings for senior leadership decision-making.
Qualifications
Senior Business & Systems Analysis: 10+ years of demonstrated experience leading business analysis, systems analysis, and requirement documentation to solve complex IT challenges (Strictly Required).
Data Profiling & Discovery: 10+ years of proven experience in data profiling, analyzing complex datasets to resolve data quality issues, and writing data debugging queries/scripts (Strictly Required).
Enterprise Process & Data Modeling: 10+ years of experience producing business process models, use cases, conceptual/logical data models, and data flow diagrams (Strictly Required).
Vendor Gap Analysis & Upgrades: Demonstrated experience conducting gap analyses on vendor software releases to identify necessary workflow, configuration, and integration updates (Strictly Required).
Public Sector Health Seniority: 5+ years of experience conducting business analysis within public sector or broader public sector healthcare ecosystems (Strictly Required).
Nice-to-Have Assets:
Practical experience working with immunization systems, dispensed drug datasets, or public health tracking platforms.
Familiarity with public sector architecture gating frameworks, PMI methodologies, or cloud-based solutions (e.g., Salesforce).
