You will ensure that procurement documentation and public digital services conform to plain language, accessibility, and digital service standards, while driving fairness, clarity of scope, and vendor participation across complex public sector initiatives.
Location: Toronto, ON (Fully Onsite – 5 days/week required)
Duration: 10-month contract.

Responsibilities
Procurement Documentation & Drafting: Lead the end-to-end development, drafting, editing, and quality review of RFB/RFP packages, scope statements, Statement of Work (SOW) documents, and draft Forms of Agreement (FOA).
Plain Language & User-Centered Content Design: Translate complex technical, operational, and legal information into clear, focused, plain-language digital content and tender documents that adhere to accessibility and inclusive writing standards.
Procurement Strategy & Market Analysis: Apply knowledge of industry trends, market capabilities, vendor pools, and service/pricing models to develop procurement approaches, evaluate options, and mitigate vendor participation obstacles.
Governance & Fairness Alignment: Ensure all procurement activities, documentation, and evaluations strictly align with standard public sector procurement frameworks, open competition principles, and guidance from independent Fairness Commissioners.
Stakeholder Facilitation & Consensus: Lead workshops, JAD sessions, and review sessions with subject matter experts to gather requirements, resolve feedback, guide consensus meetings, and brief senior management on critical risks and decision points.
Evaluation & Contract Award Support: Assist with evaluation criteria planning, risk mitigation through the vendor evaluation process, consensus meeting facilitation, contract award activities, and successful vendor onboarding.
Agile & Collaborative Workflows: Utilize modern digital collaboration and design tools (e.g., Miro, Figma) to support information architecture, journey mapping, user story creation, and continuous service improvement.
Qualifications
Public Sector Procurement Writing: Proven experience drafting, reviewing, and finalizing complete RFB/RFP packages, SOWs, and procurement documentation following public sector procurement processes (Strictly Required).
Advanced Plain Language Drafting: Demonstrated ability to translate complex technical, legal, and operational specifications into plain, concise, user-friendly language (Strictly Required).
Stakeholder Facilitation & Consensus: Strong experience leading requirement-gathering workshops, coordinating feedback across multidisciplinary teams, and facilitating consensus meetings (Strictly Required).
Content Design & Digital Standards: Experience in content strategy, information architecture, user-centered content design, and accessibility frameworks (AODA / WCAG 2.0 AA) (Strictly Required).
Agile Collaboration Tools: Practical experience working in collaborative environments utilizing digital tools such as Miro, Figma, or similar platforms (Strictly Required).
Nice-to-Have Assets:
Prior business analysis or procurement experience within an Ontario Public Service (OPS) or broader public sector environment.
Knowledge of digital service standards, privacy guidelines, and French Language Services Act (FLSA) compliance.
Familiarity with vendor evaluation methodologies, market analysis, and contract award processes.
