Responsibilities
- Strategic Planning: Develop and execute integrated project plans, charters, and schedules, ensuring all implementation plans have zero adverse impact on public safety operations.
- Telecommunications Oversight: Lead the implementation and replacement of voice communication services, logging systems, and back-end radio/paging technologies.
- Financial Accountability: Manage large project budgets with high fiscal control, providing accurate forecasting, reconciliation of actuals, and reporting to senior executives.
- Vendor & Contract Management: Negotiate multi-year contracts for ongoing warranty and maintenance of critical applications, such as Computer Aided Dispatch (CAD).
- Stakeholder Relations: Manage expectations of senior executives and steering committees, using high political acuity to communicate complex technical updates to diverse audiences.
- Risk & Issue Management: Proactively identify risks pertaining to work packages, developing mitigation strategies to ensure project continuity in a mission-critical environment.
- Field Coordination: Travel to provincial dispatch centres to provide project support and coordinate the remediation of telephony and radio equipment.
Qualifications
- Senior Leadership: 10+ years of Program/Project Management experience, with a deep understanding of PMI standards and the full SDLC.
- Public Safety Tech: Demonstrated experience with Trunked Radio Systems, Communication Console Systems (CCS), and conventional communication solutions.
- Implementation Expertise: Proven track record in planning and implementing voice communication replacements in 24x7 critical operations.
- Budgetary Mastery: Experience managing large-scale project budgets, ensuring fiscal accountability and precise financial forecasting.
- Procurement & Legal: Experience leading projects through market scanning, procurement, and the development of Management Board submissions for long-term support.
- Communication: Exceptional written skills for preparing Briefing Notes and executive presentations; strong verbal skills for resolving interpersonal and resourcing conflicts.
- Industry Context: Experience within the land ambulance sector or similar emergency services is considered a significant asset.
