Position Summary
We are seeking a highly sophisticated Senior Program Manager to drive strategy, governance, and delivery for a large-scale Digital Health Program. In this role, you will be responsible for creating executive-ready deliverables, defining strategic roadmaps, and providing expert oversight of complex integrated work plans. Operating with a high degree of political acuity, you will manage diverse stakeholder interests across both technical and non-technical functional areas, ensuring program objectives remain aligned with overarching business priorities and corporate quality standards.

Location: Toronto, ON (Onsite, 7.25 hours per day between 8:00 AM and 5:00 PM, Monday to Friday)
Contract Duration: Initial contract length based on program assignment, with extension options permitted only to the extent of unused contract days and remaining contract funds within the original maximum contract value.

Responsibilities
Strategy & Roadmap Development: Lead strategic planning and organizational development initiatives, producing high-quality program roadmaps, environmental scans, and jurisdictional synthesis reports.
Integrated Plan Execution: Gather complex business and technical requirements to build, track, and maintain comprehensive integrated work plans and detailed program schedules.
Executive-Ready Deliverables: Author high-quality briefings, strategic analyses, issue notes, presentations, and decision-support materials tailored for senior leadership review.
Governance & Meeting Facilitation: Establish, manage, and facilitate program steering committees and stakeholder forums, managing agendas, action logs, and executive discussion documents.
Risk & Issue Mitigation: Proactively identify potential program risks and dependencies before they manifest; design robust mitigation frameworks and present clear escalation metrics to decision-makers.
Resource & Conflict Management: Source the ideal mix of skilled project resources, clarify roles, manage program budgets, and resolve interpersonal or allocation conflicts to ensure optimal team performance.
Change Management: Implement proactive communication strategies to overcome resistance to change across all lifecycle stages—concept, definition, planning, implementation, and close-out.
Qualifications
Must-Haves & Mandatory Requirements:
10+ years of deep experience in project and program management, ideally within large-scale enterprise, public sector, or healthcare transformation environments.
In-depth knowledge of advanced program management methodologies, I&IT standards, project control best practices, and resource allocation techniques.
Demonstrated experience preparing authoritative proposals, progress metrics, and executive status reports while strictly managing scope and timeline constraints.
Proven track record of communicating across diverse functional areas, managing stakeholder alignment, and navigating complex situations with high political acuity.
Extensive experience facilitating senior management presentations and managing relationships across mixed technical and non-technical backgrounds.
Bachelor’s degree (BSc/BA) or Higher Diploma in Management, Computer Science, or a relevant professional discipline.
Preferred & Desired Skills:
Professional Project Management certification (PMP) is considered a strong asset.
Deep knowledge of strategic program budgeting methodologies and public sector I&IT resource management guidelines.
Experience monitoring, evaluating, and improving operational service delivery models and shared services frameworks.
