Program Governance Architecture: Design, implement, and continuously improve program governance processes, operational templates, compliance controls, and committee meeting structures to support efficient leadership oversight.
Executive Telemetry & Reporting: Consolidate data from multiple parallel workstreams to author recurring and ad-hoc program reports, leadership briefing materials, status dashboards, and comprehensive analyses of emerging risks.
Change Management Leadership: Apply formal change management methodologies and practices to drive organizational adoption, support behavioral transitions, and implement new operational delivery structures across interconnected teams.
Risk & Dependency Mitigation: Track, manage, and neutralize program-level risks, systemic blockers, cross-project dependencies, and action items, ensuring timely executive escalation and structured follow-through.
Financial & Capacity Planning: Support rigorous financial and operational planning by maintaining deep visibility into program budget usage, team resource capacity, and delivery constraints.
Operational Process Optimization: Identify strategic opportunities to refine operational workflows, improve reporting quality, and enhance coordination mechanisms across the entire digital health standards portfolio.
Partner Facilitation & Alignment: Coordinate activities and facilitate governance forums, steering committees, and interactive working sessions, ensuring absolute alignment on accountabilities and record-of-decision tracking across diverse partners.
Qualifications
Core Program Seniority: Minimum of 10+ years of progressive professional experience in program management, large-scale initiative delivery, or portfolio oversight within public sector or multi-setting healthcare organizations.
Digital Health Infrastructure Literacy: Deep practical knowledge of health data practices, data models, lifecycle management, and the application of interoperability standards (including HL7 FHIR®, SNOMED CT®, and LOINC®) across local, regional, and national tiers.
Governance & KPI Mastery: Proven ability to establish formal program governance frameworks, performance matrices, operational KPIs, and rigorous executive reporting mechanisms.
Advanced Change Management Toolkit: Demonstrated experience applying formal change management frameworks to support adoption, structural workflows, and behavioral change across complex enterprise services.
Financial & Resource Acumen: Strong experience managing financial tracking, budget forecasting, resource capacity planning, and deployment constraints.
Process Mapping & SDLC Literacy: Proficient in advanced process mapping techniques and navigating the broader solution development lifecycle (SDLC) alongside modern enterprise collaboration tools.
