Responsibilities
1. GRC Framework Implementation (ServiceNow)
Drive the end-to-end implementation of an enterprise Governance, Risk, and Compliance (GRC) framework utilizing ServiceNow across four key pillars:
Integrated Risk Management
Business Continuity Management
Privacy Management
Third-Party Risk Management
Align tool capabilities with organizational risk policies, regulatory requirements, and operational continuity benchmarks.
2. Cloud Mass Notification System (MNS) Deployment
Manage the procurement, configuration, and launch of a cloud-based Mass Notification System (MNS) to distribute simultaneous emergency and incident alerts.
Ensure the platform functions flawlessly across omni-channel pathways, including mobile application alerts, SMS, RCS, and localized field notifications.
3. Portfolio Governance & Financial Control
Define project structures, Work Breakdown Structures (WBS), resource allocation profiles, and cost baseline plans according to PMO standards.
Manage, track, and report on large-scale capital and operational budgets, maintaining precise financial forecasts and variance analysis.
Guide the projects through formal PMO stage-gate reviews, portfolio health checks, and architectural checkpoint evaluations.
4. Stakeholder Orchestration & Team Leadership
Provide day-to-day direction, motivation, and role definitions to a diverse project team of Business Analysts, Solution Deliverers, SMEs, and vendors.
Formulate and execute robust communication plans, transforming complex project metrics into clear presentations for Senior Leadership and Executive Steering Committees.

Certification: Active Project Management Professional (PMP) credential from the PMI is mandatory.
Platform Expertise: Minimum of 3+ years of direct experience implementing ServiceNow solutions (GRC/IRM modules highly preferred).
Delivery Track Record: Proven success in delivering at least 5 separate, highly complex, cross-functional enterprise initiatives.
Education: Post-secondary degree in Business Administration, Computer Science, Engineering, or a related discipline.
Technical & Operational Skills
5–7 years of experience managing complex IT application and infrastructure projects from inception through closeout.
Procurement Fluency: Practical experience leading formal procurement cycles, including RFP development, vendor evaluations, and contract scoring/awarding.
Tooling Mastery: Advanced proficiency with MS Project, SharePoint, and the Microsoft Office suite.
Methodology Alignment: Deep expertise across structured project management practices, resource smoothing, and risk mitigation registries.
Soft Skills & Industry Asset Attributes
Strong negotiation, mediation, and conflict-resolution capabilities within matrixed corporate structures.
Experience working within the Public Service, Transit, or Transportation sectors is a major asset.
