As a senior leader, you will seamlessly connect clinical business needs with technical delivery, navigating complex multi-stakeholder landscapes. You will be responsible for executive relationship management, rigid fiscal control over large project budgets, and the cross-functional orchestration of technical teams, clinicians, and vendors to ensure successful system implementations on time and within scope.

Budget & Financial Oversight: Develop and manage complex project budgets across multiple funding channels, maintaining tight fiscal control, forecasting, and continuous cost reconciliation within tools like Planview.
Resource & Team Management: Identify cross-functional team members, clarify roles, resolve resource conflicts, and set clear performance expectations for both internal staff and fee-for-service consultants.
Risk & Issue Mitigation: Proactively identify potential risk events, maintain detailed issue logs, and articulate prioritized risks to senior executives alongside recommended mitigation strategies.
Artifact & Schedule Development: Create and update core project artifacts including Project Charters, Integrated Project Management Plans (IPP), variance analysis reports, and detailed dependency-mapped schedules.
Change Management & Adoption: Prepare business transformation and system adoption plans, orchestrating testing and change management workflows to overcome organizational resistance.
Operational Transition: Manage the transition to operations, ensuring support models and future service frameworks are fully documented and seamlessly executed.
Executive Presentation: Establish and participate in steering committees and stakeholder forums, providing high-level progress dashboards and presentations to decision-makers.
Qualifications
Public Sector Healthcare Experience
Domain Expertise: 5+ years of dedicated experience working with federal, provincial, or broader public-sector healthcare providers.
Framework Knowledge: Strong familiarity with Public Sector Enterprise Architecture artifacts, gating processes, Unified I&IT Project Methodologies, and digital health standards.
Clinical Setting Success: Proven track record of operating within complex IT health-related environments and collaborating with delivery partners to deploy technology in clinical settings.
Technical & Project Management Capabilities
Transformational Leadership: 5 to 9 years of experience leading large I&IT transformational initiatives with complex stakeholder webs and high-visibility impacts.
Dual Methodology Mastery: Practical experience applying both Agile and Waterfall project management methodologies to the design, development, and implementation of complex applications.
Requirements & Scheduling: Demonstrated success working with clinicians, business analysts, and designers to extract business needs and map them into comprehensive project schedules, resource allocations, and integrated plans.
Project Tooling: Hands-on experience managing project data, backlogs, and financial systems using tools like MS Project, Planview, Jira, and Confluence.
Core Soft Skills
Communication & Presentation: Exceptional verbal, written, and presentation skills, with a proven ability to tailor executive reporting or technical options to diverse audiences.
