Responsibilities
Enterprise Project Leadership: Lead and oversee large-scale, high-risk, multi-disciplinary I&IT projects across all phases of the project lifecycle.
Financial & Budget Management: Validate financial forecasts, cost assumptions, and provide ongoing reconciliation of multi-million-dollar project expenditures and resources.
Agile & Waterfall Delivery: Utilize and direct diverse software development methodologies (including Agile/Scrum and Minimum Viable Product approaches) to manage project backlogs, tasks, and sprints.
Stakeholder & Governance Alignment: Coordinate, direct, and align cross-functional teams across business, policy, legal, communications, IT, and privacy domains.
Risk, Issue & Change Management: Actively identify, track, and mitigate project risks, manage project change requests, and maintain comprehensive issue logs.
Technology Deployment & Integration: Oversee technology site rollouts, system deployments, software integrations, and infrastructure activities, ensuring alignment with ITIL service management frameworks.
Procurement & Documentation: Formulate procurement artifacts (RFS, RFI), business cases, Privacy Impact Assessments (PIAs), and technical design/support models.
Quality Assurance & Governance Oversight: Direct quality assurance processes, support gating requirements, and oversee system release and incident management transitions.
Qualifications
Integrated Enterprise Seniority: 10+ years of integrated enterprise project management experience leading projects spanning both business and I&IT teams (Strictly Required).
Multi-Million Dollar Budget Management: Proven experience managing multi-year, multi-million-dollar project budgets, financial forecasting, and expense reconciliation (Strictly Required).
Comprehensive Project Governance: Extensive experience managing stakeholders, risks, changes, issues, schedules, scope, and resources (Strictly Required).
Modern Project & Backlog Tooling: Proficiency with MS Office tools (Project, Visio, PowerPoint, Teams) and project tracking platforms (Jira, Trello, MS Project, Kanban) (Strictly Required).
Agile & MVP Methodologies: Hands-on experience applying, managing, and understanding software development methodologies, including Agile/Scrum and scalable Minimum Viable Products (MVP) (Strictly Required).
Public Sector ITIL Processes: Practical experience with ITIL processes, including incident management, release management, problem management, and operational support models (Strictly Required).
Nice-to-Have Assets:
Direct experience with Oracle Siebel CRM platform deployments and related technology infrastructure.
Familiarity with public-sector gating procedures, business rules, and enterprise governance frameworks.
