On behalf of our client, a prestigious and well-established public-sector institution in Montreal, we are seeking a highly skilled Senior IT Program / Project Manager. The organization is launching a monumental, multi-year technological modernization initiative to completely replace its legacy, decentralized management systems with unified, state-of-the-art software solutions.
...
In this role, you will lead four crucial foundational workstreams—spanning secure data architectures, cloud environments, API integrations, and internal scheduling systems—that are critical to supporting a massive, high-visibility enterprise software roll-out. The ideal candidate is a diplomat who can comfortably structure complex project roadmaps, manage highly political stakeholder environments, and guide teams transitioning into structured project delivery frameworks.
Advantages
Long-Term Project Horizon: Engage in a highly stable, high-profile transformation program with secure funding and a roadmap extending through 2028-2029.
Excellent Balance & Flexibility: Enjoy a hybrid schedule requiring only 3 days per week on-site in Montreal, with the remaining days worked remotely.
Exceptional Summer Schedule: Take advantage of an outstanding work-life balance benefit, including 10 designated off-Fridays during the summer season.
Intellectually Stimulating Environment: Work within a collaborative, mission-driven organization that values structured governance, research-backed methodologies, and professional development.
Extended Renewal Pathway: Benefit from a predictable, highly structured initial contract term designed for long-term integration and performance.
Responsibilities
Multi-Stream Program Steering: Take complete ownership of planning, monitoring, and executing four distinct, highly technical foundational projects (Data, Cloud, Integration, and Scheduling) to prepare the environment for the incoming master software suite.
Diplomatic Change Leadership: Guide and mentor cross-functional, highly decentralized technical and business units that are learning to operate under modern project structures.
Architectural Synergy: Partner closely with internal architecture leadership from the outset to co-design delivery plans, ensuring engineering standards are integrated collaboratively rather than imposed.
Hybrid Project Methodology: Maintain macro-level project tracking (dependencies, resources, and schedules) using MS-Project while facilitating daily agile execution, sprint coordination, and task tracking under JIRA.
RFP Coordination: Act as the primary administrative coordinator to assist steering committees during the final software assessment, evaluation, and selection phase of the overarching program.
Qualifications
Tenured Experience: Over 10 years of experience managing complex IT delivery portfolios, specialized systems integrations, and enterprise software acquisitions.
Parallel Stream Mastery: Proven success in steering multiple concurrent, highly technical project tracks with interlocking dependencies.
High Ambiguity Tolerance: A demonstrated capability to enter unstructured, politically sensitive, or evolving environments and establish order, clear milestones, and collaborative plans.
Governance & Tooling Experts: Deep familiarity with structured project management methodologies (such as Macroscope or equivalent formal frameworks), alongside expert-level mastery of MS-Project and JIRA.
Bilingual Communication: Highly effective verbal and written communication skills in both English and French.
Our client operates in Canada. The company takes all reasonable steps to limit the number of positions in Quebec that require knowledge of a language other than French, and only requires it when necessary and its existing bilingual employees are unable to perform these duties. Based on an assessment conducted by our client, it has been determined that this position requires candidates to be fluent in English (both spoken and written). In particular, this position will require the employee to interact with centralized internal departments (e.g., Operations / HR / Finance / Legal / Contracts / Sales) that support the organization in Canada and that do not speak French.
Summary
Location: Montreal, QC (Hybrid – Minimum 3 days/week on-site)
Initial Duration: 6 months initial term
Renewals: 2 consecutive pre-authorized renewal options of 3 months each (Total potential: 12 months)
Schedule: 35 hours per week (8:30 AM to 4:30 PM, Monday to Friday, excluding 10 summer Fridays)
Start Date: ASAP
