Provide project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives.
Ensure project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.
Qualifications
Core Skills
· Familiarity with the OPS Strategic Planning Process
· Stakeholder management
· PMO experience with ensuring standards are identified and followed
- Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
- Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multitier complex product development environment
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
- Lead organizational development, strategy development, business planning, and Ministry funding requests
- Create and maintain a detailed project schedule and/or integrated plan
- Develop complex project budgets based on multiple funding channels and cross ministry dependencies
- Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
- Ability to promote I&IT project management best practices and adherence to standard methodologies
- Experience with the various software development methodologies such as Agile/Scrum and waterfall
- Familiar with Ontario Digital Standards act and guidelines for digital government
- Resolve resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met
- Demonstrated experience with requirement management, quality assurance and change management processes and tools
- Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Technical Skills
- Project Management using Azure DevOps
- Technical experience in Azure and management of multi-integrated systems
- Data integration experience
- Experience in managing Power Platform/low code projects
- Sharepoint customization experience
- Sprint, features and backlog planning
- Experience working with DevOps teams
- Act as the technical advisor/expert on all aspects of a specific deliverable
Project Management and Communication Skills
- Demonstrated Experience with various project management tools, Azure DevOps and/or Jira producing project planning and coordination documentation (Business Case, Processes, Charter, Integrated project plan, Migration plans, schedules, project kick off materials, roadmaps etc.)
- Experience tracking project finances and burn rates, earn value analysis as well as resource allocation
- Collaborate with the Ministry’s product owner to prioritize the product backlog
- Collaborate with diverse teams and negotiate solutions with multiple stakeholders
- Proficient at requirements refinement, story point estimation, velocity, retrospection and other scrum techniques
- Contribute to the advancement and improvement of Agile practices within the organization
- Exemplify and promotes Agile values and principles
- Coordinating and executing Threat Risk Analysis (TRA) and Privacy Impact Analysis, and addressing outcomes and/or recommendations
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers
- Experience in documenting business, technical and system processes and requirements; experience in identifying, reviewing and analyzing solution implementation options and alternatives, including associated risks, documenting results and presenting conclusions
- Ability to introduce best practices, templates, SharePoint management sites for software development Skills in consensus building and issue resolution involving key stakeholders, and members of teams projects
