Responsibilities
Operating Model Architecture: Lead the development of the Data & Analytics Operating Model, defining end-to-end process maps and granular Responsibility Assignment Matrices (RACI) across the data pipeline.
Pipeline Infrastructure Mapping: Structure and formalize the intake-to-delivery pipeline, specifying clear checkpoints for intake, triage, prioritization, and solution delivery frameworks.
Capability Gap Assessments: Analyze enterprise organizational capabilities against the target operating model to isolate functional gaps, recommending solution architectures and transformation roadmaps to close them.
Governance Framework Engineering: Establish and maintain robust architectural governance and implementation controls, producing formalized design artifacts suitable for executive review and sign-off.
Enterprise Blueprint Modeling: Model the organization at both the enterprise and core-business levels, building vertically integrated artifacts in compliance with federated information architecture frameworks.
IT-Enabled Opportunity Integration: Evaluate emerging information technology trends to integrate and identify automated, IT-enabled opportunities to solve pressing business workflow constraints.
Stakeholder Workshop Facilitation: Plan, lead, and conduct structured focus groups and design workshops to elicit, validate, and document business architectures among multi-client stakeholder environments.
Strategic & Operational Planning: Contribute to corporate strategic planning, translating high-level business objectives into clear technical and functional requirement blueprints that promote a shared organizational understanding.
Qualifications
Core Business Architecture Seniority: 10+ years of progressive professional experience successfully modeling business structures at the enterprise or core-business level for medium to large organizations.
Methodological Framework Mastery: Proven hands-on expertise utilizing a wide range of business architecture tools, including functional modeling, service lifecycle modeling, event modeling, process mapping, and value chain analysis (Strictly Required).
Complex Ecosystem Delivery: Demonstrated track record of completing end-to-end business architectures inside government settings or similar multi-project / multi-client organizations (Strictly Required).
Strategic Analysis & Requirements Engineering: Expert capability to identify, validate, and analyze complex business requirements and translate them into actionable tactical demands (Strictly Required).
IT Infrastructure Literacy: Sound knowledge of information technology parameters, with a verified ability to identify and integrate IT-enabled opportunities within data ecosystems (Strictly Required).
Enterprise Architecture Standard Knowledge: Solid understanding of industry-standard frameworks, such as the Zachman Framework (encompassing business, information, application, technology, and security architecture layers).
Soft Skills: Superior consultation, facilitation, consensus-building, and negotiation mechanics, with an established history of delivering independent technical advisory support.
