Operating within a functional matrix environment, you will act as a strategic leader who bridges the gap between technical infrastructure teams, business owners, external system integrators, and executive steering committees.
Location: Toronto, ON (Hybrid - Minimum 2 days/week on-site)

Responsibilities
Portfolio & Project Governance: Manage and oversee end-to-end project deliverables—including scope, budget, resources, schedules, and communication lines—across a portfolio of concurrent Capital IT initiatives.
Matrix Team Leadership: Provide strategic direction, roles assignment, and motivation to cross-functional teams comprising solution delivery experts, business analysts, subject matter experts, and external vendors.
Artifact Framework Management: Produce, validate, and maintain core project artifacts in strict compliance with the IT Project Management Framework, including detailed Work Breakdown Structures (WBS), risk/issue logs, and closeout documentation.
Financial Oversight & Planning: Direct, monitor, and report on complex capital project budgets, creating bottom-up resource/cost plans and supporting organizational financial planning with accurate actual vs. estimate forecasting.
Stakeholder & Vendor Engagement: Lead and facilitate critical engagement workshops across technology teams, enterprise architects, third-party system integrators, and business owners.
Risk Mitigation Engineering: Conduct proactive risk assessments, log project variances, and implement robust mitigation plans to insulate timelines from shifting conditions.
Executive Reporting: Author comprehensive weekly and ad-hoc status updates, KPI dashboards, and high-level decision materials tailored for Project Sponsors and Steering Committees.
PMO Coordination: Support the centralized PMO gating process, actively participating in portfolio reviews, quality monitoring, and formal budget submissions.
Qualifications
Mandatory Requirements
Professional Certification: Must hold a current, valid Project Management Professional (PMP) designation from the Project Management Institute (PMI).
Capital Portfolio Leadership: At least 8 years of progressive experience overseeing capital portfolios and managing multiple concurrent IT projects.
SAP Implementation Domain: Hands-on project delivery experience successfully implementing SAP solutions across finance and supply chain domains.
Core Experience & Professional Skills
Transit & Transformation: A proven track record of delivering complex, customer-facing transit technology initiatives or working within a large, regulated public sector organization is highly valued.
Public Sector Acumen: Demonstrated understanding of governance, compliance, auditability, and transparency requirements within regulated corporate environments.
Advanced Project Tooling: Advanced proficiency in capital IT project planning, scheduling, budget documentation tracking, and resource forecasting.
Matrix Management: Strong history of directing multidisciplinary, matrixed project personnel without direct functional authority.
Education: Post-secondary education in Business, Finance, Engineering, or a closely related technical discipline.
Communication Master: Exceptional verbal and written communication skills, with a polished ability to prepare executive-level presentations, option analyses, and decision matrices.
