Responsibilities
Project Governance & Delivery: Direct concurrent, large-scale I&IT projects from concept to close-out, ensuring adherence to standard methodologies, system quality controls, and resource optimization.
Siebel Delivery Oversight: Lead technical teams by leveraging a comprehensive understanding of Siebel functionalities, features, work breakdown structures, data structures, dependencies, and resource roles.
Financial Control: Formulate complex project budgets across multiple funding channels and cross-organizational dependencies; maintain strict fiscal management, forecasting, and reconciliation.
Risk & Issue Management: Proactively identify potential risk events, maintain comprehensive logs, prioritize issues for senior executive review, and recommend structured mitigation options.
Change Management Execution: Manage the end-to-end I&IT project change management lifecycle—documenting impacts, estimating resource and cost variables, and securing executive approvals.
Resource Optimization: Source, onboard, and manage diverse project resources (including internal staff and external consultants), clarifying performance expectations and resolving resourcing or interpersonal conflicts.
Stakeholder Facilitation: Establish and participate in steering committees and stakeholder forums, providing transparent reporting across project, program, and portfolio matrices.
Qualifications
Siebel Subject Matter Expertise: Strong structural understanding of Siebel CRM architectures, components, data structures, work breakdown methodologies, and technical team roles.
Project Leadership: Extensive experience in planning, tracking, and monitoring concurrent enterprise-level I&IT initiatives across multiple technical platforms.
Artifact Ownership: Proven track record creating integrated project schedules, risk matrices, decision logs, and business change documentation.
Financial Management: Demonstrated experience managing and forecasting large-scale project budgets driven by multiple funding channels.
Communication & Collaboration: Elite interpersonal and consultation skills, with a proven ability to translate complex technical states cleanly to business stakeholders, project executives, and engineering squads.
Nice to Have: Familiarity with public sector I&IT project management governance, public sector change management procedures, or the Public Sector Transfer Payment (Grant) Model.
