As a senior technical leader, you will navigate a large, multi-stakeholder environment, seamlessly connecting business objectives with I&IT delivery. You will manage multi-million dollar budgets and guide cross-functional teams through the deployment of next-generation cloud architectures, ensuring all deliverables strictly align with rigorous quality, security, and enterprise standards.

Responsibilities
Project Governance & Delivery: Provide robust project management for large-scale, complex, and high-risk enterprise cloud, data, and AI initiatives, ensuring milestones are achieved on time, within scope, and on budget.
Strategic Roadmap Execution: Lead organizational strategy development, business planning, and funding requests to successfully translate abstract data goals into actionable technical project plans.
Cloud & AI Integration: Oversee the definition, planning, and delivery of end-to-end electronic solutions leveraging advanced cloud databases, machine learning, and AI technologies.
Financial Management & Control: Develop, forecast, and manage complex, multi-million dollar budgets across multiple funding channels, maintaining tight fiscal control, estimations, and continuous cost reconciliation.
Team Leadership & Resource Allocation: Source, onboard, and direct multi-disciplinary team members (including internal staff and fee-for-service consultants), clarifying roles, resolving interpersonal conflicts, and managing project backlogs.
Risk & Change Management: Proactively identify potential risk events, articulate and prioritize issues for senior executive decision-makers, and use targeted change management strategies to overcome organizational resistance.
Procurement & Infrastructure Documentation: Lead large-scale technology infrastructure procurements and coordinate the creation of critical business cases, Privacy Impact Assessments (PIAs), and Threat Risk Assessments (TRAs).
Stakeholder & Forum Management: Establish and actively participate in steering committees and multi-stakeholder forums, providing clear program/portfolio status reports to executive leadership.

Mandatory Requirements
Data & AI Domain Expertise: 15+ years of progressive experience shaping data & AI strategy, execution, and governance models within large, multi-stakeholder corporate environments.
Enterprise Project Management: 10+ years of dedicated Integrated Enterprise project management experience managing combined business and I&IT engineering teams.
Scale & Financial Acumen: Proven history of successfully managing massive, multi-year IT initiatives with multi-million dollar budgets.
Cloud & Advanced Tech Stack: Direct experience managing project lifecycles built upon Azure Cloud Data services (Data Factory, Databricks, Data Lake, Unity Catalog, SQL Warehouse) alongside hands-on familiarity with AI, LLM, and associated tools.
Core Documentation & PM Tooling: Master-level familiarity with Microsoft Office Suite (including Project, Visio, and PowerPoint) paired with hands-on experience tracking backlogs and sprints via Jira, Trello, or KanBan.
Professional & Operational Skills
Public Sector Frameworks: Strong familiarity with public sector ITIL processes (incident, release, and problem management), business gating procedures, and support models.
Methodology Mastery: Deep understanding of software development lifecycles, including Agile/Scrum frameworks and the deployment of scalable minimum viable products (MVPs).
