As a senior technical leader, you will orchestrate complex, multi-year engagements by managing large budgets, navigating formal government approvals, and ensuring strict compliance with public sector standards. This role requires an expert who can seamlessly bridge the gap between high-level business strategy, procurement workflows, and technical execution while confidently advising senior executive stakeholders.

Responsibilities
Project Governance & Delivery: Lead the end-to-end delivery of large public sector IT projects, ensuring milestones meet requirements on time, within scope, and on budget.
Funding & Approvals Management: Author, refine, and facilitate the formal approval processes for complex Treasury Board Submissions and high-level funding requests.
Financial Management & Forecasting: Perform rigorous financial analysis, budget tracking, and long-term cost forecasting for complex, multi-year engagements.
Procurement & Contract Management: Create, augment, and negotiate complex technology licensing agreements, IT software Statements of Work (SOWs), and manage third-party vendor performance through KPIs.
Administrative & Review Board Oversight: Manage all public sector administrative functions, guiding project lifecycles through formal review boards, compliance checks, and regular report-backs.
Schedule & Scope Engineering: Gather and analyze business requirements to create, update, and maintain detailed, dependency-mapped integrated project schedules and resource plans.
Risk Mitigation & Resolution: Proactively identify potential risk events, isolate system dependencies, and present prioritized mitigation strategies to senior executive decision-makers.
Business & Architecture Mapping: Conduct high-level business modeling, service lifecycle analysis, and process mapping to ensure technical architectures align with enterprise standard practices.
Executive Presentation: Establish stakeholder forums and steering committees, authoring polished executive status reports, presentations, and strategic implementation plans.
Qualifications
Mandatory Requirements
Government Approvals: Proven, practical experience authoring and successfully facilitating the approval of Treasury Board Submissions or similar central agency funding requests.
Public Sector Project Leadership: Extensive hands-on experience managing large-scale public sector or provincial government IT initiatives and their corresponding administrative governance structures.
Financial Acumen: Deep knowledge of financial analysis, multi-year budget tracking, and long-term cost forecasting.
Technical & Procurement Experience
Contract Management: Strong experience creating, augmenting, and leading negotiations for software licensing agreements and vendor Statements of Work (SOWs).
Methodology Mastery: Deep understanding of Project Management Institute principles (PMBOK), along with a solid balance of Waterfall and Agile/Scrum delivery methodologies.
Enterprise Architecture: Experience creating architecture deliverables and deliverables modeled on structured public sector enterprise practices.
Procurement Tools: Track record of initiating large-scale technology infrastructure procurements and managing vendor delivery through metrics.
Compliance Standards: Familiarity with Information Management policies and digital accessibility regulations, specifically including AODA standards.
Professional Soft Skills
Executive Communication: Exceptional verbal and written communication skills, with polished expertise delivering presentations and options analyses to senior executive leadership.
