      Our large enterprise Edmonton client is looking for a Senior level Consultant - Operating Model on contract for a 7 month contract engagement with the following responsibilities and skill set:SCOPEThe output of this initiative is the creation of a business case and implementation plan for Service Delivery. The Senior Consultant will work with identified partners, both within our client and across Edmonton agencies, to define the implementation plan. It must be inclusive of the required people, processes, resources, facilities and technology, as well as the appropriate use of data to measure outcomes and impacts. Reporting to the Enterprise Project and Portfolio Management Office with a matrix reporting to the project sponsors, the Senior Consultant will be responsible for:• Coordinating the established governance committee to provide the long-term strategic direction required for the initiative as well as create and steward the necessary Steering Committee and Working Groups to guide the work of the projects. This will include having to plan, prepare materials for and host project steering committee and working group meetings, including regular reporting and communication with project stakeholders. It necessitates developing strong relationships with the stakeholders to understand their challenges and their objectives, and how that relates to this initiative.• Research into alternate models and the coordination of collaboration sessions with other jurisdictions/organizations to assess the functions that have been implemented in other jurisdictions to address this challenge.• Coordinate the necessary resources and effectively document and present research and analysis as requested. This includes analysis of processes, analyzing data and sharing the data with partners to facilitate solutioning.• Facilitating the determination of the proposed solution and implementation plan. This includes identification of the physical space requirements and building options, conducting a review to determine if current 311 public safety related services should be included and determining the most effective customer-service focused community safety and wellness reporting options. This process would involve extensive community consultation.• Manage all cycles related to the final output, including documenting the proposed solution and implementation plan and the resultant business case to be presented. • Work with designated stakeholders to ensure effective assessment of organizational change impacts and plans for managing those impacts.• Manage resourcing plans which may include assisting with procurement phases or stages.• Additional associated consultant work as required. Please note that our client has a dedicated team of IT project managers and resources that may be allocated to support the Service Delivery initiative, and therefore be in scope for the Senior ConsultantREQUIREMENTS• University degree in business administration, public administration or a related discipline.• A minimum of 6 years of experience in the last 10 years leading initiatives relevant to the scope and scale of the Service Delivery initiative outlined in this job description (ie. Organizational design, the development of cross-organizational business cases or managing equivalent portfolios).• Experience with call/dispatch centres is an asset and experience working with social sector and public sector stakeholders is an asset.• Recognized Project/Program/Portfolio Management certification is an asset, as is Process Improvement certification and Change Management certification is an asset.• Experience working in a matrix reporting structure and managing multiple stakeholder relationships, including at the executive level of large organizations. This includes the ability to demonstrate excellent communication and facilitation skills with executive level leaders.• Results oriented with a keen understanding that the process also matters. Strong organizational skills, an attention to detail and high-quality outputs.• Advanced proficiency with Microsoft Office Suite including MS Word, PowerPoint, and MS Excel.• Perform work in accordance with our client work guidelines.
